Collaboration in Cybercrime Management

In executing its function, the National KE-CIRT/CC collaborates with various stakeholders as follows:

a.    At the National Level
i.    Collaboration with various stakeholders in cybercrime management through the National KE-CIRT/CC Cybersecurity Committee (NKCC). These include

ii.    Acting as the point of contact for  local sector Computer Incident Response Teams (CIRT)  including law enforcement sector CIRT, E-government sector CIRT, Internet Service Providers (ISP)/Telcom Operator  sector CIRT,  academia sector CIRT, banking/financial sector CIRT, among others.

b.    At the Regional Level
Collaboration with the other East Africa national CIRTs under the East African Communications Organization (EACO) Cybersecurity Working Group which is chaired by Kenya.

c.    At the Global Level
i.    Collaboration with the International Telecommunications Union (ITU), which is the United Nations (UN) Agency specialized in ICT matters. The ITU’s Global Cybersecurity Agenda (GCA) is being implemented through the International Multilateral Partnership Against Cyber Threats (IMPACT), the cybersecurity executing arm of the ITU.

ii.    Collaboration with national CIRTs in jurisdictions outside of East Africa such as the US-CERT and the Japanese CERT (JP-CERT), among others.

iii.    Collaboration with other global CIRTs forum such as the Forum for Incident Response and Security Teams (FIRST), an international confederation of trusted CIRTs who cooperatively handle computer security incidents and promote incident prevention programs. Kenya (the National KE-CIRT/CC) joined FIRST with the support of the ITU on 30th July 2015.
